We provide a service to all offices, agencies, and departments that are in need of purchases for supplies, services, and/or equipment. The Richland County Central Services Department provides contracts that produce approximately $1.5 million in expenditures each year. Through various bidding procedures, the department coordinates competitive bids and written quotations each year. Many of the resulting contracts cover more than a single calendar year.
To help streamline this process, the department has developed countywide term contracts. Each contract combines the needs of numerous county agencies, such as the purchase of office supplies, gasoline, tires, natural gas, etc., into one competitively bid contract. By increasing the number of bids and contracts, Central Services increases the buying power, which saves Richland County Hundreds of thousands of dollars annually.
The Richland County Board of Commissioners follow section 307.86 of the O.R.C. Anything leased, leased with an option or agreement to purchase, or constructed at a cost in excess of $50,000 shall be obtained through competitive bidding.
